Improvements That Need DRC Approval

Construction Activities with Exterior Impacts

These are generally those projects that change the exterior appearance of the residence or the surrounding landscape. The following is a brief list of changes or improvements that are required to be reviewed by the DRC and its staff prior to commencing any construction or other works: “New Construction- i.e., a new home “Additions to an existing home and/or exterior remodel projects with exterior impacts (changing the exterior colors or materials).” New landscape plantings (trees, shrubs, water features, the creation or deletion of sod or planting bed areas) as well as the removal of landscape plantings, such as trees and shrubs; “New windows or doors; “New stain or paint colors; “New roof materials and/or gutters; “New address markers; “New light fixtures; “Outdoor equipment such as air conditioning condenser units and snowmelt boilers; “Outdoor sculptures or other artwork that is visible from off the property; “Satellite dish installation; hot tub installation; basketball backboard installation; “New patios, driveways and walkways or a change of materials used on such surfaces.

Interior Construction

There are two situations regarding interior remodeling which will involve the DRC. The first relates to interior remodeling that would result in a change of calculated square footage as defined in Section 4.3. In this case the plans must be reviewed and approved by the DRC. The second situation relates to remodeling activities which would involve changes to the exterior such as moving wall(s), new or different windows, doors, changes to walls, roof lines, and/or changes to the room function. These must be reviewed and approved by the DRC. Interior remodel projects that do not involve a change in calculated square footage, usage, or building exterior may not require DRC approval, but are subject to all requirements of the Construction Rules and Regulations. In these cases the DRC requires an application for information purposes before the project begins and a record drawing of the interior layout of the building showing the changes upon conclusion of the work. These drawings are filed for future reference and are not subject to DRC review or approval.

In all situations consisting of a Construction Activity (whether exterior or interior) all applicable requirements in Appendix 7.6 of the Design Regulations (Construction Activities) must be met.

Improvements That Do Not Need DRC Approval

Interior Projects

Kitchen, bathroom or other interior remodels of a cosmetic nature are generally not required to be reviewed by the DRC or its staff for approval, with the exception that the DRC staff and Arrowhead Security must be notified of any interior work being performed at residences prior to commencing construction. However, please note that any structural changes to the interior resulting in the creation of new bedroom spaces or the addition of new square footage are to be submitted to the DRC for review and approval prior to construction.

Pre-Construction Requirements

A pre-construction meeting on site, as well as a compliance deposit is required before any construction activity may begin. For planning purposes the DRC staff conducts inspections and construction meetings in the field each Wednesday afternoon to approve commencement of any construction activity. Please plan accordingly before initiating new construction projects or other improvements. Details regarding construction activity are contained in the Design Guidelines.

DRC Process

All projects should be submitted to and discussed with the DRC or its staff prior to initiation of construction. The DRC staff will determine if the project requires DRC review and approval. Projects that have minimal exterior impact or considered routine may be “staff approved” independent of the regularly scheduled monthly DRC meeting. Each application and the resulting review process will be determined on a case-by-case basis depending on the complexity, scope and exterior impact of the proposal. For example, a change of colors for the residence would not be staff approvable.

Please be aware that the DRC staff requires your project application and an associated fee three weeks before the monthly DRC meeting in order for it to be administratively reviewed before it can be presented to the DRC. Design Review Committee meetings are held on the first Thursday of every month.

The DRC and its staff will be delighted to assist you in making application for any exterior improvements to your residence in the most timely fashion possible. Contacting staff well in advance of your desired start date and respecting the established submittal dates and the pre-construction time lines is strongly encouraged, as staff maintains a heavy work load generally from March through October. It is our goal to ensure that property values within the Arrowhead at Vail community are preserved in accordance with the architectural standards or “guidelines” that have been established, while protecting the enjoyment of such properties by all residents. Your familiarity with and understanding of the Design Guidelines and the DRC process will aide staff in meeting your expectations while maintaining the highest level of service.
